Certified Appliance Recyclers (CAR)
In 2006, DTSC established a certification program for individuals and businesses that process major appliances for scrap. Before they crush or bale an appliance, these individuals and businesses are required remove certain potentially harmful materials. Effective January 1, 2006, only a Certified Appliance Recycler (CAR) may remove these materials, known as Materials that Require Special Handling (MRSH). For more information, visit the CAR page.

Compliance and Enforcement
The Enforcement and Emergency Response Program (EERP) monitors hazardous waste transfer, storage, treatment and disposal facilities for illegal activity; including electronic manifest surveillance and monitoring of registered hazardous waste haulers; and takes appropriate enforcement action against hazardous waste handlers that violate hazardous waste requirements found through routine inspections, complaint investigations, and focused enforcement initiatives. Transporter Database and Links
To operate in California, all hazardous waste transporters must be registered with the Department of Toxic Substances Control and meet operating and manifesting requirements. DTSC's Hazardous Waste Management Program has available a searchable registered transporter database, fact sheets, and information on consolidated manifesting and requirements for transporters of Hazardous Wastes of Concern (explosives, poisons and poisonous gases). Land Use Restriction Sites
A land use restricted site is a property where DTSC has placed limits or requirements on future use of the property due to varying levels of cleanup possible, practical, or necessary at the site.
As required by Assembly Bill (AB) 871 and AB 2436, DTSC has developed and posted to its Web site Land Use Restricted Sites Lists to provide the public easy access to information on land use restrictions and affected sites.
Site Mitigation and Brownfields Reuse Program Facility Sites with Land Use Restrictions
The DTSC Site Mitigation and Brownfields Reuse Program (SMBRP) list includes sites cleaned up under the program's oversight and generally does not include current or former hazardous waste facilities that required a hazardous waste facility permit. The list represents land use restrictions that are active. Some sites have multiple land use restrictions. Not all land use restrictions are available at this time. DTSC will continue to update this list as documents become available.
Hazardous Waste Management Program Facility Sites with Deed / Land Use Restriction
The DTSC Hazardous Waste Management Program (HWMP) has developed a list of current or former hazardous waste facilities that have a recorded land use restriction at the local county recorder's office. The land use restrictions on this list were required by the DTSC HWMP as a result of the presence of hazardous substances that remain on site after the facility (or part of the facility) has been closed or cleaned up. The types of land use restriction include deed notice, deed restriction, or a land use restriction that binds current and future owners.

Certified Unified Program Agencies (CUPA)
The Enforcement and Emergency Response Program (EERP) oversees the technical implementation of the state's Unified Program--a consolidation of six environmental programs at the local level, and conducts triennial reviews of Unified Program agencies to ensure their programs are consistent statewide, conform to standards, and deliver quality environmental protection at the local level.

Remediation Technology Symposium, May 14 - 16, 2008
The Remediation Technology Symposium was held from May 14 through May 16 in Sacramento. Day 1 and 2 were held in the Byron Sher Auditorium at the CAL/EPA Building in Sacramento. Speakers from industry and academia presented current technologies used in site characterization and remediation. They also presented characterization methods needed for successful remedial design, and linked characterization methods for successful remedial design with in-situ chemical remediation. May 16th was a field technology demonstration day held at California State University Sacramento. See the above link for additional information and to download presentations.
