Reed Sato Chief Counsel
Reed Sato has been Chief Counsel for the Department of Toxic Substances Control since October, 2011. Prior to his appointment, Reed served as a member of the State Water Resources Control Board’s executive staff as its first Director of the Office of Enforcement (May, 2006 – September, 2011). Reed has practiced environmental law since 1980 concentrating primarily on prosecuting hazardous waste, water quality, and underground storage tank enforcement matters, and in litigation regarding liability for multi-party hazardous substance contamination sites, including federal Superfund sites. He has had a number of public sector legal assignments including positions with the U.S. Environmental Protection Agency, Region 9, and the California Attorney General’s Office, Environment Section. Reed also has private practice experience culminating as a partner in the law firm of Washburn, Briscoe & McCarthy. Reed received a J.D. from U.C. Davis, and a B.A. in Economics from U.C. Santa Cruz.
