The Lead Acid Battery Recycling Facility and Cleanup (LABRIC) Program is part of the California Department of Toxic Substances Control (DTSC), a state-agency. The LABRIC Program is charged with identifying areas in the state that are eligible for the use of a state fund dedicated to investigate and, if necessary, clean up contamination from lead-acid battery recycling facilities. The former Berg Metals Corporation (Berg Metals) operated as a lead-acid battery recycling facility from 1937 until 1958. During that time, Berg Metals removed lead from lead-acid batteries and other sources via a process of heating and melting (“smelting”). The LABRIC Program will investigate the former Berg Metals site and the surrounding area to evaluate the effects of the operation of the former facility. As part of the investigation process, DTSC has made a reasonable certainty designation regarding Berg Metals.
