Community Considerate Cleanup (C3C) Collaborative

The Community-Considerate Cleanup Collaborative (C3C) brings together technical experts, agency staff, and community advocates to shape how brownfield cleanups are planned and implemented across California. The C3C builds upon the foundation established by the former Treatment Technology Council (TTC). The TTC was formed to explore and encourage the use of innovative on-site contamination destruction technologies in environmental cleanups. However, through a year of in-depth discussions and collaboration with environmental justice advocates, environmental consultants, and government agencies, it became evident that cleanup efforts must extend beyond technology alone. The TTC evolved to focus on the broader concept of community considerate cleanups (C3), prioritizing the perspectives of those who live, work, play, and learn in affected areas. The transition from TTC to C3C reflects this shift in focus.

The TTC developed this Quick Reference Guide on Community Considerate Cleanups to be used by all stakeholders for enhanced environmental cleanup plans.

About the Collaborative

The C3C is a space for shared learning, collaboration, and co-creation of practical strategies for DTSC’s excavation and disposal cleanup plans under voluntary agreements. Participants exchange knowledge, explore cleanup alternatives, and help shape DTSC’s approach to addressing contamination in communities—especially those historically overburdened by pollution.

Participants

The C3C includes a diverse network of participants from across California.

Examples of organizations involved include:

  • Environmental justice organizations, such as Communities for a Better Environment and the California Environmental Justice Alliance
  • Public health organizations, including Physicians for Social Responsibility–Los Angeles
  • Technical firms like EKI Environment & Water Inc., SCS Engineers, and Amicus Strategic Environmental Consulting
  • Academic institutions, including UC Riverside
  • Government agencies, such as DTSC and the U.S. Environmental Protection Agency (Region 9)
  • Nonprofit developers and land reuse advocates, including Habitat for Humanity East Bay/Silicon Valley and the Center for Creative Land Recycling

The C3C will meet around six times from May 2025 through ~March 2026. Meeting videos, agendas, and materials will be posted below as they become available.
