In fulfilling its mission, DTSC incurs cleanup costs and oversight costs (collectively, “response costs”) in investigating and remediating contaminated properties and is compelled by Health and Safety Code section 25360 to recover its costs from responsible parties – those liable for response costs incurred or to be incurred by the State.

To facilitate recovery of its response costs, DTSC is pleased to offer a Billing Web Portal as a convenient way to receive notifications of new invoices, to view invoices, and to make and confirm payment. You will also have the option to opt out of receiving paper invoices in the mail.
