Notification of Intent (NOI)

Handlers who generate*, collect, store, treat, recycle, dispose, and/or export universal waste electronic devices and cathode ray tube (CRT) waste materials must submit a one-time Notification of Intent (NOI) to the Department of Toxic Substances Control (DTSC) at least 30 days prior to starting operations.

You can submit your NOIs electronically using the Universal Waste Electronic Devices (UWED) System.

Frequently Asked Questions (FAQs)

When do I need to file a new Notice of Intent (NOI)?

You must submit a Notice of Intent (NOI) at least 30 days before e-waste activities (i.e., collection, treatment, recycling) occur. Any subsequent activity held at that facility or event location is covered by the initial NOI, no matter the length of time between activities.

A new NOI is not required to be submitted unless there is a change in the collection event location, business name, or facility location.

You can find more information regarding EPA ID numbers and apply for one on our Hazardous Waste Identification Number webpage.

What if I don’t collect over 220 lbs of e-waste?

If you are a collector and you collect any amount of e-waste from off-site, even if it less than 220 lbs, you are required to submit a Notice of Intent (NOI) to DTSC.

While an NOI is required, you will not need to file an annual report for a facility or event that collected less than 220 lbs of e-waste. However, DTSC encourages the filing of a “No Report” report in order to show that the facility is active and the account is being maintained.
