Mission and Vision
The mission of the Enforcement and Emergency Response Division (EERD) is to protect human health and the environment through consistent and timely inspections, enforcement and emergency response.
EERD’s vision is strong enforcement and sustained compliance for a healthy California.
What We Do
EERD protects human health and the environment by holding businesses and responsible parties accountable for complying with applicable hazardous waste laws and regulations. EERD pursues enforcement actions and assesses penalties for the most significant hazardous waste violations.
EERD is committed to advancing environmental justice by conducting objective, equitable, and timely inspections, investigations, and enforcement actions. Additionally, EERD conducts Certified Unified Program Agency (CUPAs) oversight and emergency response. More detailed information is available at EERD’s Core Activities and the links below.

To report an environmental concern you may contact:

- CalEPA Online Environmental Complaint System, whether it affects the quality of our air or water, the handling of hazardous or solid waste, or the use of pesticides.
- Find your local CUPA in the CUPA Directory.
- Call DTSC’s Hazardous Waste Alert Hotline at 800-698-6942.

Mold concerns: the California Department of Public Health, Indoor Air Quality or your local CUPA.
Overflowing sewers: the State Water Resources Control Board or your local publicly owned treatment works.
Housing-related complaints: your local housing code enforcement departments.
Garbage complaints: should be directed to local enforcement agencies.
Call 911 report emergencies related to hazardous waste spills or crimes.
