A PV module waste is determined to be a hazardous waste if the waste exhibits the hazardous waste characteristic of toxicity. U.S. EPA requires the use of the Toxicity Characteristic Leaching Procedure (TCLP) to determine if a waste exhibits the characteristic of toxicity under the Resource Conservation and Recovery Act (RCRA). In California, the hazardous waste characteristic for toxicity is determined by the Total Threshold Limit Concentration (TTLC) and Waste Extraction Test (WET) and Soluble Threshold Limit Concentration (STLC) values.
