California Budget Update
The Governor’s May Revision was announced on May 10, 2024. Visit the California Budget 2024-25 from Governor Gavin Newsom to view the updates. As mentioned in the workshop, the Budget is one factor the BES considers in its rate setting process.
To find DTSC’s budget change proposals (BCP):
- Go to the BCP website.
- Locate the search bar in the middle of the page that says, “Type department name or org code”. In that search, input the department’s org code: 3960
- This will take you to the search result: “3960 – Toxic Substances Control, Department of (Number of BCPs: #)”.
- Click on “3960 – Toxic Substances Control, Department of (Number of BCPs: #)” to see DTSC’s BCPs.
To find DTSC’s trailer bill language (TBL):
- Go to the TBL website.
- Scroll down and click on Natural Resources and Capital Outlay to see all TBLs (they are not organized by department).
DTSC and BES Joint Virtual Fees Workshop
April 26, 2024 | 10:00 am – 12:00 pm PST
Join the DTSC and the Board of Environmental Safety (BES) for a virtual workshop that will include information about the Environmental Fee, Facility Fee, and Generation & Handing Fee. DTSC will provide information on the fees that fund DTSC’s programs, the preliminary findings about the Generation and Handling Fee shortfall, and how to engage in the Budget process. The BES will provide information on how to engage in the fee rate setting process, as well as review the fee rate setting timeline.

2023-24 Hazardous Waste Fees Webcast

With a focus on the Generation & Handling Fee, we will present an overview of how to file a return and pay the fee, as well as provide guidance on generators’ roles and responsibilities to track manifest records, report to DTSC and CDTFA on hazardous waste generated, and provide an overview of the manifest correction process.
