Hazardous Waste Permanent Federal ID Numbers

Permanent federal ID numbers, also known as EPA ID numbers, are issued to people and businesses who routinely generate

  • more than 220 pounds (100 kg) of RCRA hazardous waste and/or
  • more than 2.2 pounds (1 kg) of acutely hazardous waste per month

If you generate less than these amounts of RCRA hazardous waste or any amount of non-RCRA hazardous waste, you can apply for a permanent State ID number.

How to Obtain a Permanent Federal ID Number

To obtain a permanent federal ID number, also known as an EPA ID number, you will need to complete and submit US EPA Form 8700-12. There are two options for submitting the form. We recommend submitting the form electronically for faster processing.

Electronically

To submit U.S. EPA Form 8700-12 electronically you will need to have a myRCRAid account. MyRCRAid is a module of the RCRAInfo System created by the U.S. EPA that helps you obtain or update a federal ID number.

I do not have a myRCRAid account.

  • Register as an Industry User for a myRCRAid account through the myRCRAInfo System.
  • After you have successfully created an account you will then be able to complete US EPA Form 8700-12 electronically.

The processing time for electronic submissions is 7-10 business days from the date DTSC verifies that your application is complete.

Download US EPA Form 8700-12. The application begins on page 124. Mail the completed application with original “wet” signatures to:

Federal ID Numbers on Tribal Land

Sites generating hazardous waste located on federally recognized tribal land in California are not regulated by the California Department of Toxic Substances Control (DTSC) and are directly regulated by the United States Environmental Protection Agency (U.S. EPA). DTSC’s Hazardous Waste Tracking System (HWTS) is no longer an authoritative source of record. Questions from sites on tribal lands in California should be directed to R9LandSubmit@epa.gov.

Federal and State Waste Codes

In US EPA Form 8700-12, the applicant must list at least one federal and at least one State waste code. For federal waste codes, go to the U.S. EPA’s Waste Code List and Title 40 of the Code of Federal Regulations (CFR) Part 261. Go to DTSC’s California Hazardous Waste Codes list for non-RCRA (California-only) waste codes.
