Safer Consumer Products Regulations Effective October 1, 2013 (Approved by the Office of Administrative Law on August 28, 2013)
The Safer Consumer Products regulations were approved by the Office of Administrative Law (OAL) on August 28, 2013 (OAL File No. 2013-0718-03 S) and have been filed with the Secretary of State. The regulations will take effect on October 1, 2013. They require manufacturers or other responsible entities to seek safer alternatives to harmful chemical ingredients in widely used products, offering California the opportunity to lead the way in producing safer versions of goods already in demand around the world.

Green Ribbon Science Panel
Renewed efforts for the Safer Consumer Products regulations began in early 2011 with a discussion with the Green Ribbon Science Panel to establish a science-based foundation for the regulations.
DTSC and the Green Ribbon Science Panel formed subcommittees to more deeply discuss issues related to DTSC’s regulatory efforts for Safer Consumer Products. The subcommittees met via teleconference on a variety of subjects including chemical and product prioritization, de minimus, and alternatives assessments. Two meetings were held (May 5-6, 2011, and July 14-15, 2011) with all of the GRSP members to present advice to DTSC on the issues discussed via teleconference. All GRSP meetings, both of the subcommittees and of the entire group, were open to the public and included opportunities for the public to make comments to the GRSP.
