Supplemental Environmental Projects (SEPs) – Information for Applicants
DTSC encourages your organization to apply for funding for your SEP!
This page has instructions and guidance for these SEP funding applicants:
- Non-profit organizations
- Local, regional, or state entities
- Tribal governments
SEP Application: A Two-Part Process
Follow these two steps for the opportunity to receive funding for your project.
Part 1: Approval for Eligibility
- You submit a project proposal online on the CalEPA website.
- DTSC determines if your project is eligible to receive SEP funding.
- If approved, DTSC adds your project to its Approved SEP list.
- Being approved for this list only means that your project is eligible for SEP funding. It does not guarantee funding.
Part 2: Funding
- A violating company can divert up to 50% of a penalty payment towards a SEP. The company may choose to fund your project from the Approved SEP list.
- If your project is selected, DTSC contacts you to finalize your project plans and complete an Oversight Agreement. The Oversight Agreement includes a scope of the project, milestones, and reporting requirements.
- The violating company sends you money for your project. The funding may be full or partial.

How to apply for SEP funding through DTSC:
- Submit your application on the CalEPA website
- Under Environmental issue to be addressed by project: Select “Hazardous Waste” for the application to be routed to DTSC

Eligibility Details
To be eligible for DTSC SEP funding, your project must help the environment or public health. It must also reduce the impacts of hazardous waste, substances or materials in one of the following categories:
- Public Health
- Pollution Prevention/Reduction
- Environmental Restoration and Protection
- Assessments and Audits
- Environmental Compliance Promotion and Education
- Enforcement Enhancement
- Emergency Planning and Preparedness
DTSC gives priority to projects that:
- Address hazardous waste, hazardous substances, or hazardous materials.
- Promote environmental justice by benefiting a disadvantaged community.
- Have a direct connection to the community where the violation took place.
