DTSC hosted a Green Ribbon Science Panel Meeting on December 13 and 14, 2023, to discuss and advise DTSC on issues related to implementation of DTSC’s Safer Consumer Products regulations.

3. Celebration of Melanie Marty’s Life

Staff and Panel will celebrate the life of Dr. Melanie Marty, a highly esteemed scientist who made a lasting impact on the field of environmental health. Dr. Marty served as a valued member of the Green Ribbon Science Panel from 2020 to 2023. With nearly 30 years of dedication at the Office of Environmental Health Hazard Assessment (OEHHA), she focused on evaluating public health impacts and assessing risks associated with environmental chemicals. Dr. Marty’s expertise, leadership, and unwavering commitment have served as an inspiration for future generations.

4. GRSP Leadership and Membership

Staff will announce the appointment of new GRSP Co-Chairs for the upcoming term and introduce the process for recruiting new GRSP members.

5. Safer Consumer Products (SCP) Program Updates

Staff will provide a brief update on DTSC’s implementation of the Safer Consumer Products (SCP) Regulations.

6. Public Comment

Members of the public may offer comments to the Panel on agenda items.

7. Reflecting on a Decade of Progress in the SCP Program – Part I: Looking Back

Staff will present a summary and highlights from SCP’s recently published 10-year anniversary report, “DTSC Safer Consumer Products Program at Age 10: A Decade of Progress.” The panel will have the opportunity to reflect on and share their insights regarding the lessons learned and key achievements from the program’s journey over the past decade.

8. Reflecting on a Decade of Progress in the SCP Program – Part II: Looking Ahead

The Panel will continue the discussion and provide recommendations on how to chart the path forward for the SCP Program. This session will explore future opportunities, strategies, and areas of improvement to ensure continued progress and success in the program’s mission.

9. Presentation and Discussion on 2024-2026 Priority Product Work Plan

Staff will present the 2024-26 Priority Product Work Plan (PPWP). The Panel will provide guidance on scientific and strategic considerations for selection of product categories that should be included in the PPWP.

Panel Co-Chairs will briefly summarize outcomes from the previous day’s discussion and will outline the day’s agenda topics.

2. Public Comment

Members of the public may offer comments to the Panel on agenda items.

3. Presentation and Discussion of DTSC’s Implementation of Regulatory Responses for SPF Systems

Staff will present Regulatory Responses proposed by DTSC to address potential adverse impacts posed by the Priority Product, Spray Polyurethane Foam Systems with Unreacted Methylene Diphenyl Diisocyanate (SPF Systems). The Panel will provide input and strategic planning to assist DTSC in implementing these Regulatory Responses effectively.

4. Conclude and Adjourn

Panel will discuss the future meeting times, potential topics, and conclude the meeting.

The order of items on the agenda is subject to change at the discretion of the GRSP Co-Chairs or the Safer Consumer Products Program Deputy Director.

Members of the public and representatives of organizations are invited to attend and participate in the GRSP meeting in person on matters directly related to the work of the Panel.  The time allotted for individual public comments may be limited, depending on the number of individuals wishing to speak. Speakers are not required to identify themselves publicly.

If slides will be used during a public comment, please provide the slides at least 24 hours before the meeting by emailing them to saferconsumerproducts@dtsc.ca.gov.

Please note that viewers of the webcast will not be able to provide oral comments during the meeting, However, you can still submit your written comments to saferconsumerproducts@dtsc.ca.gov before or during the meeting.
