What governance structure best provides greater transparency and stronger community engagement?

The Governor’s Proposed Budget provides for improved transparency and strategic guidance through a new five-member Board of Environmental Safety (Board) that complements the existing management structure within the executive branch. The Administration proposes the gubernatorially appointed Board will oversee DTSC, consider permit appeals, and facilitate greater public engagement and transparency. The five Board members will consist of:

  • Expert in public health
  • Expert in cumulative impacts on communities
  • Environmental scientist qualified in the fields of toxicology, chemistry, industrial hygiene, or engineering
  • Legal or technical expert in hazardous waste, hazardous substances, or site remediation
  • Public member

The Board will also establish an Office of the Ombudsperson that would report to the Chair. The Ombudsperson will serve as an impartial resource to the public for the evaluation of suggested actions the department should undertake.
